A 70hp 78 Evinrude with factory tilt trim. If I end up in shallow water and the skeg hits rocks or drags, does the engine tilt under the pressure by itself, or is hydraulic pressure keeping it down hard please?

There is an impact sensing valve in your T & T unit which will allow the motor to tilt up during a hard impact. After the impact, the impact sensing valve closes and a let-down valve opens to drop the motor back down. My understanding is that the skeg and prop may still sustain damage, but at least the motor won't be ripped from the transom.
