79 55 hp what do you think?

found this one, and can pick up for $75 i think. waiting for answer of why the head is painted,(did it run hot?) looks like it's going to need a starter, they say it runs. i think i can get my $ back just parting it out if burnt up.

Assume the worst. Ran hot and burned all the paint off. Look for melted wires where they touched metal.
