8 hp four stroke won't start

I just picked up a 1999 8 HP four stroke ( E8RL4EEM )that will not start. It will crank over, has good spark, but will not start. I can pour a little fuel in the cylinders and it will hit a few strokes but won't catch and run. The origional owner said the motor has only been used a few times but he had never been satisfied with the starting and idle. I cleaned the carb and checked the fuel pump diaphram but it's clearly not getting fuel correctly.
The carb bowl has gas in it and I think the float setting is correct.

I got it cranked and running well. Not sure excatly what the problem was. I blew carb cleaner through the fuel line and squirted a little fuel into the carburator throat. It cranked and smoothed out nicely. Thanks.

Must be some dirt in there somewhere. I would give the carb another full service to make sure it does not suck the dirt back in and let you down on the lake.
