8 HP Mariner issues

I replaced everything in the primer, cleaned everything with carb cleaner then compressed air. Is the primer pushing air or fuel? I can press it 10 or 12 times and get a pop or two out of the motor.

I have very limited experience with these carbs but when the primer functions it should pump fuel.... And only need a couple pulls......
