when you figure out what you have i can dig a bit deeper in the trouble shooting but based on your post i'm guessing a dual solenoid set up with one gone bad.

My bad! I went and put a 30 Amp fuse on my power wire when I upgraded my wiring, these pumps have a built in fuse so now I assume I don't need one on that line? Changed the blown fuse and now it goes up and down properly. My question now is, how do I set the limit switch as I disconnected it before, I would like it working. Thanks!

never hurts to have a fuse.

i'll peruse the manual to see if I can find some stuff on the limits but honestly i don't worry about it on an outboard. I can see and hear it.

Don't be surprised if the trim limit switch is bad. A lot of them break over the years.
