80's? 15hp some running issues popping?

i picked up a evinrude 15hp motor from a garage sale. seemed clean, good compression. i bring it home and when i started it, the motor runs for a while, makes popping noises then shuts off. when i try to restart, the recoil spring acts very strange, it wants to engage, but seems like it is fighting me.
the stupid owner took off the plate to bring the info to a marine shop, then loses the tag. (dont think its stolen bc the owner was a 72 yo man).
the only info, port side has the numbers 322404, starboard cover has numbers 318928-1.
here is the video of the motor running. i paid 150 for the motor, and i knew the slow idle plastic piece was stripped (as always)

Looks like you're fighting the recoil safety system. Look at the recoil when trying to pull and you'll see what I mean. Go to Top secret files in this forum for help on your attempt to start.

What i hear is a lean sneeze. Take low idle screw and turn out 1/8 of a turn at a time intill running smooth. Final adjustments should be done in the water in gear. post results!

thanks i will give this a try. could explain the dying issue too.

If we see the top cowl some might be able to date it from that (not me though). The recoil you have started in 1979 (perhaps 78) so it is newer than 1978. Shift it to neutral than advance the throttle as far as you can with normal effort. At that point the recoil should not give you any abnormal resistance. It has built in safety stuff that prevents starting at full throttle or in gear. That is probably what is giving you the trouble. That little red deal attached to the recoil starter is to dig into recoil and prevent you from pulling it if your in gear or have the throttle set to high. Very fine motor I hope you have there. Probably needs TLC and a little money and you'll be very please with it. Here is a site you can get lots of excellent information from and once you figure the year you should get an original OMC service manual. It does sound like a lean sneeze to me also. Best of luck. look on the port side of motor or could be on top. Looks like a silver freeze plug with numbers stamped in it. Post those # and we can tell you exactly what you have. Good luck and post back.
