Tank vent ?
filter in tank outlet ?
fuel tap ?
Detach pipe from carb to verify a good flow from the tank!
Float installed and set correctly?
Needle valve Ok?
New type needle hooked onto float arm?
High speed and idle mixture needles correctly set ( See the item on the "Engine Frequently asked Questions" board) to their initial settings.
Otherwise maybe you have not reassembled it correctly.
