82' 70hp evinrude running too rich

When Im going down the river it will go for a while then start to lower rpms from 4700 to 2800 out of no where and it gets hard to start it after I have been riding around I have to rev it to get it to start then sometimes it will and sometimes it wont go.

Fuel delivery:
Be sure fuel tank is vented properly.
Check all fuel lines, hoses, connectors and couplings for leaks.
Check fuel pump function.
Ignition:
Check spark with an air gap spark tester.
Ensure spark can jump 7/16" air gap.
