82 Evinrude 4 hp carb rebuild

Owned this motor for a few years and its been stalling at idle and slow speeds.
Decided to rebuild carbs.

1. It appears to be a mallory carb with one half being plastic. I blasted the metal parts with carb cleaner and air no problem.How do I clean the plastic part? Is carb cleaner and air safe as long as I wipe it down after.

2. It appears that whoever installed this carb sealed the welch plug with some sort of brownish silicon. They also sealed around where the choke and throttle shafts pivot. I figured they did it for a reason and thought I should replace it. Whatever it is. It dries soft. Any ideas for a replacement?

1) Clean it with spray cleaner and blow out with air pressure.
2) If the core plug is installed properly, there should be no need for sealer. There is no need for sealer on the shaft either, it's not worn at the bushing is it?
Clean all the sealer off and do it the correct way.

I already cleaned all the sealer off.
I could understand if the plug was not seated properly, but why would they dab it around the shaft ends? Can it suck air through there?

If the shaft or bore has a lot of wear and if he shaft is really loose in the bore, it may cause some problems, I have never seen one loose enough to worry about.

Thanks for your help. Fishing Lake Erie this weekend and I don't want to worry about the kicker, just want to watch the rods.
