My dad has a 1983 Johnson 60hp 2 cyl inline that has a problem wih running smooth at low speed with the housing cover on. Once removed it powers up like normal. Could it be possible that exhaust gases are building up under the cover? does anyone have a diagram or exploded view of the engine and exhaust?

that's my bet. there are 2 known places, the grommet where the drive shaft goes thur the water pump, which is where i would check first, and while there change the impeller. then there is the seal under the power head. diagrams and parts list here: http://www.evinrude.com/en-US/Accessories/Literature/

Thank you for the link to the exploded view, came in very handy. We found out that the fuel pump had a crack in it squirting fuel into one of the carbs, after repairing that it ran better and we think that was the problem. Thanks for replying and those links
