'83 CC Scorpion 211 steering problem

I have an '83 Scorpion 211 w/ a mercrusier 350 and Alpha 1 (gen. 1) out drive. The steering is frozen. The cable is not frozen and the outdrive seems not to be frozen at the hinges. Also, the power steering pump seems to be making pressure. Is this a steering assist servo problem? How do I find the cause?
