I just got my new to me 83 johnson out on the water today and the low speed needle kept vibrating out. On my 62 18hp there was a packing nut that kept it into place but on this one it just threads right into carb body with no nut around it. I know there has gotta be a way it stays put, I just need some knowledge from the experts. Thanks.

In the diagram it says needle valve retainer, is this what I should suspect is missing or worn out. How does it work? Like I said, there was a nut that you could loosen or tighten on my old one to adjust tension on the needle, not sure how this works on this one.

yes you need that retainer or the needle will vibrate out don't worry about your old engine the way they make parts change every year

You need to remove the low speed needle and pop out the old retainer. Install a new retainer and screw the needle valve back in, it will be harder to turn, set to proper spec.

What is the best way to get it out, will it be right towards the front of carb or will I have to dig to get it out?

It's right in the front, might be able to leave the low speed needle threaded into it a couple of threads and pull it that way. You can use a small screw driver to pop it out. Once you get the needle out it will be easy to see how to get it out.
