If it allowed air to blow through then revisit float/needle/seat installation until it is right. A Sierra kit may not be the answer. Put the old one back in maybe. I gave up on sierra years ago, too many lttile issues like this.

juno pierrat - the red handle is pointing towards the rear of the motor and away from the body of the primer. That is the way I have always positioned it. My understanding is when pointing in line with the body it is in the "always on" position

jakedaawg - I did take out the new parts and reinstalled the old. After doing that I could not blow air thru the fuel intake with the carb inverted which to my understanding is correct as that is when the needle valve is closed. I have checked the instructions in the manual for the installation and all is according to them. There are 2 carbs and the other carb works as it should. This is why I am so perplexed. Just doesn't make sense. I ordered a new OEM kit from iBOATS today.

ok just checked with a spare primer I have, when red handle pointing to front of engine/ parallel to primer body can't blow air through it. 90 degrees to body can blow air thru it, basically primer open (choke on) flowing fuel. handle towards the back of engine, not quit parallel to body, still can blow air thru it. still flowing fuel when fuel pump pumping. might be answer to flooding problem

Well I got a OEM carb kit and out it in. I had earlier put an overhaul kit in the primer solenoid because of a broken nozzle. When I did the blow test on it, red handle was pointed down when it is off. But I got the engine started. Have the lower unit in a garbage can full of water. The water was not "peeing" full stream but was getting some. After about a minute or so the motor took off full speed and wouldn't shut off. Didn't think about pulling the kill switch but pulled both spark plug wires off and it continued to run like a diesel engine. Finally got it stopped by pulling the fuel line and letting it run out of gas. Didn't know it was possible for a gasoline engine to run with the spark plugs disconnected. So I have gone from it not starting because of no spark to running away with no spark. Go figure? I am just about fed up with this thing. Only thing keeping me going is the amount of time and $$$ I have put into it.

How did you determine that you had " no spark " earlier in this thread "

No spark from a spark gap tester nor from holding spark next to ground. Black/yellow wire always read 0 ohms when switch was on or off and finally when I replaced the power pack engine started and black/yellow wire ground when key on went away.
