It is possible to lose both packs at the same time, but highly unlikely. Sometimes when this motor is intalled on a boat that had an old Chrysler with Battery CD ign., the wiring on the switch is not transferred and you apply 12 volts to the kill circuit burning them both up. Just check for 12 volts at the kill terminal (white wire) with the key on. Should have 0 volts.
You will need a DVA meter to check this ignition and if you don't have one you have no chance.
Packs must absolutely be grounded. Check that ground wire from component mounting plate to the block is in tact and grounded.
Primary voltage comes from Stator and should be at least 150 volts. Bad packs will short primary voltage so check with packs connected and disconnected.
Trigger is polarity sensitive. Hard to hook up backwards though because this system uses the sockets and unless wires have been cut or changed, shouldn't be your problem. Trigger failures usually will only effect one cyl. at a time.
Likewise with coils, usually fail one at a time and are pretty dependable on this ignition.
My guess would be stator. If you only have an ohm meter, check that you have some resistance between the similar colored wires. Yellow to Yellow, Blue to Blue. I'm not sure the value but I believe around 900 ohms. You should have some resistance though, normally a failed stator is either open or shorted to grond, not just slightly out of the parameters. Check for any continuity from Blue to Yellow and to ground. Should be none between them.
CD cannot be tested, only for voltage in and out.
