84 evinrude 70 hp

I recently bought a 84 astroglass with a 84 70hp evinrude and after running 2 tanks of fuel through it I am still having to choke it to be able to accelerate to plane. Once on plane and at full throttle it seems to run fine. Is this just a carburetor issue? I also have trouble idling in gear without giving it a little throttle and it also seems to use a lot of fuel. Any ideas and suggestions? Are there any free downloadable manuals for this engine, I don't mind buying one, but a free one would be nice. <br /><br />I haven't gotten the speedometer or the tach working yet, so I don't have that information right now.

bryan,<br /><br />One or more of your carbs. are clogged.<br /><br />I would rebuild them pronto. Even though it runs at high speed, it may be running lean. That will destroy an outboard in a hurry.
