they need to be within 10% of each other. detail in the carbs, and when reassemble blowing thru the hose, makes sure it is getting fuel. the only difference in your carbs and the ones in the directions, is the 3 fixed jet. also make sure the jets are back in the right places, they have numbers on them. which can be referenced here. http://shop2.evinrude.com/ext/index.aspx?s1=bf6ad09c53cead335fcfd8a6471c0f7f
i have gotten distracted, and put jets in the wrong hole.

I can't find a place that sells the orifices. I'm afraid with all the carb taking apart I might have burred something. Any info would be great. I appreciate all of the help you all have been giving.

why do yo want to replace the orifices?

FINALLY!!! Two weeks I decided to buy a fuel pump gasket kit even if it appeared to be fine. Success. It runs like a champ again. Why the top carb got plenty of fuel and not the bottom I don't know, but it finally works again. Hopefully with almost every fuel related part being replaced this won't happen again anytime soon. I appreciate everybody's help in this matter.
