'85 15 hp Johnson -motor cover to steering bracket seal question

I'm putting together a parts order and the parts diagram shows there is a seal between the bottom of the engine cover and the steering bracket. My engine lost this long ago and I cannot see where it should even go. Anyone know what this part is for, how important it is and where it is placed on the engine? Many thanks,

I printed an image of the diagram, the part is #25 at the bottom of the image. Any thoughts? The parts diagram just shows a small strip so it's not clear what this part looks like.

Just a short piece of rubber profile to stop splash water.
