i rebuilt the carbs and it runs good with the hose hooked to it but when its in the water it dies out and wont run any help would be great thanks

Check compression.... should be approx 100+ psi and even on all cyls. What are your readings?

Spark (with spark plugs removed) should jump a 7/16" gap with a strong blue lightning like flame..... a real SNAP! Does it? NOTE.... the 7/16" gap is important, checking spark simply with the spark plugs is a waste of time.

Spark plugs should be Champion QL77JC4 plugs, galled at either .040 or .030. Try the .040 setting first, then compare with the .030 setting if you so desire.

On a flushette, considering all of the above is as it should be, the idle rpm should be 1000 rpm for a 20" shaft engine, and 1200 rpm for a 25" shaft engine. With this setting, the idle will drop to where it should be when in the water.

Most engines run fine on the hose, as there is no backpressure. They will run on only 2 cyls. Once you put it in the water, you need good firing on all 4 cylinders. Follow Joe and Taz' advice. I'd get an original factory manual if you are going to sync and link: Contact Ken Cook co. in Milwaukee.
