Been working on this 85 hp v4 evinrude , Finally got the hard starting problem fixed( fuel pump was bad) Now it doesn't want to shut down when I turn the ignition key off. It runs on for a bit then finally dies. Doesn't do it every time. ? any ideas?

Does the rpm change after cutting the ignition? I have no experience with this engine but I remember similar issue with my old motorbike. When the ignition was cut the engine ran further but slowed down somewhat and the running became uneven.
This was caused by the spark plugs. Either the spark plug was not suitable for the engine and the electrodes were overheating to a very high temperature during use. After turning off the ignition the glowing electrodes would ignite the fuel that keeps the engine running. The other issue could be some kind of sediment on the plugs or the cylinder that heats up and causes the same effect.
I'd recommend you to check if you have the proper spark plugs and give them a thorough cleaning.

Thanks for the input. I know the plugs are the right ones and they are brand new and very clean, The engine does slow down somewhat after turning off the key . Could be carbon build up in the cylinders. or the heads. I just seafoamed it to clean it out, Didn't make any difference that I can tell. I. am going to take it out and run it as I think it is carboned up, and needs a run as it has been sitting for an undetermined period of time. Again thanks

I seriously doubt a bad fuel pump was the cause of your hard starting.

Not shutting down could be caused by one or both powerpacks not grounding properly, also check connections between powerpacks & keyswitch and the keyswitch OFF contacts themselves.

I dont know how to close threads, I will check out those connections Thanks . Why would you doubt a bad fuel pump caused hard starting? This motor would not start unless I sprayed some fuel into the cylinders. Then it would fire right up an run, I tried everything. ( checking lines and connections, cleaning carbs etc. Nothing worked until I put a new pump on. As soon as I did it started right up . I could be wrong but it sure seems like the pump was bad,

Go back to the threads and report your findings to close.

After you pump the fuel primer the carbs will be full so at that stage you don't need a fuel pump for starting.
Different to the later models that use a fuel primer valve your's uses the good old fashioned choke butterflys.
