85 hp force over heating

Hello all, I am having a issue with my motor that is driving me crazy.At idle the engine starts to overheat.When I rev the engine the temp drops.I have a relatively new impeller which I checked recently.Is there something I am missing?

Water pump housing could be badly worn.
THermostat could be stuck, or missing completely.
Water passages could be plugged.

Thaks for the response.I have a brand new t stat and checked the passages and it looks clean.This is really stumping me.
