The sync and link procedure is detailed best in the factory service manual for your specific year. Rather detailed, with pictures-it's difficult to summarize it in a paragraph or two on this site. You can find a new factory manual on this factory-authorized website: outboardbooks.com. Any chance you had the flywheel off? If the flywheel key shears, the engine will be out of time and won't start. Likely the shift cable is out of adjustment after your replacement. Best to disconnect it at the engine end. Shift the engine manually between F-N-R (by hand) and see how the shift cable aligns in each shift position. Your goal would be to adjust the engine end of the shift cable to match the shift lever of the engine in each shift position. Then re-connect the shift cable end.

I put the website address in my post #2. Order there or you can call Ken Cook, Co. in Milwaukee and talk direct to a customer service rep.
