Well, first off, the plastic block at the trigger is broken and needs to be replaced.
I told you before, the screw and the trigger are not set to anything: The timing mark on the flywheel is set to the TDC mark on the manifold with the throttle at wide open throttle. In your photo, you can see the top of the TDC mark on the manifold, and it just so happens to be in front of the nose of the trigger. The flywheel is keyed to the crankshaft and unless the key has been broken, top dead center will be correct. So, install the flywheel with the pistons in any position--it doesn't matter.
NOW: When you replace the plastic block, remove both blocks from the engine. Screw both of them all the way onto the adjusting screw so that when you back out the screw they are even on both threads. Start with the blocks about 1/2 inch apart and time from there. As it stands now, the blocks are way too far apart and the timing is likely to be too far advanced.
