Just out of curiousity, is the clear filter located between the fuel pump and the carbs' inlet? Does it still stays full under WOT now that you have you throttle opening all the way? To reach 4200 RPM, the misfiring would have to be very minor or infrequent if any. And mostly this is more due to fuel starvation rather than electrical. I'm not saying it cannot be electrical but at this high of an RPM it's mostly due to fuel and some mechanical rather than electrical. Again the fuel spray test will identify this quickly if it is fuel related or not.

Jiggz the filter is between the pump and carb inlet it stays full when at WOT. I found the trigger leads to #1 and #2 almost broke soldered on new conns. if this is not it I have to wait for a second person to do the spray test again. btw thanks for all of your help getting it running at all

That's great. Hopefully those trigger wires will fix it. Being almost broke there is possibility the misfire could be electrical hence the inconsistencies of the misfiring. Otherwise, it the problem persists continue with the spray test and since the filter stays full then it is most likely carb float settings.

Running better no skip gets to 4000ish 30mph then it begins to surge have to wait for help to do the spray test again hope it is just carb related now

well guys now that i fixed the loose Throttle cable which was letting the motor slip out of WOT, and the skip which was the wires on #1 and #2 plugs on the pack I was able to do the spray test with success today. Spraying fuel into #1 i was able to get 4200 rpm and 36 mph the other 2 made the motor want to die. off to rebuild #1 again and hopefully find what I missed. I will let you all know how everything turns out

Ok guys what would happen if i reversed the 2 jets by mistake? I just went through the top carb and I must have put the jets in the opposite places off to test again

I'm not sure I follow you. You mean the low speed and high speed jets? or Jets from one carb to the other carb? Well you already did the carb work, but basically if #1 carb is the one having problem, most of the time all you need is to clean the inlet ports and set the float accordingly. And sometimes uniquely it happens that the main jet or high speed jet maybe clogged but that can easily be cleaned with carb cleaner spray.

I goofed and put the .074 jet it the .058 spot on the top carb the first time i cleaned them. about a month ago. that was my issue. almost glad i made the mistake, because it made me find the broken wires on the module causing the intermitant miss, and the loose throttle cable causing the carbs to close. But the good news is I am now getting to 4500rpm and 38ish mph with a prop that I dont know the pitch of.I'm going to get a new 19 pitch to start. need a new one anyway. again Thanks for all the help everybody.

Wow, good thing you caught yourself the second time around. And yes that will make a difference during high speed operations since the 0.058 will restrict gas flow. 4500 RPM WOT is at the low end of the speed rating but it is acceptable depending on the load, trim and prop of the boat. 19P is about the max you can put on this engine. Highly recommended is 17P or even 15P if you are pulling a ski. Well great for you and enjoy the season.
