86 115 Trim Tilt nothing happens...HELP

86 Yammi 115. Hooked up battery this am for 1st time this spring. tried tilting engine up and nothing happened. no sound from pump like it wasn't getting juice. looking for tips on tracing power to pump.
i measured 12.5V at the starter and Buss, for lack of a better term.

Another note...
ive twin 115 on the boat. other one tilts fine and starter spins.
one that doesnt tilt also doesnt crank. think they are related.
so, where to start?

look for blown fuse
