86 3.0 CHEV OMC I/O fuel drain procedure

well im new to the forum and somewhat new to boating ,,, i am a d.i.y.
i just picked up a clean little 16'.5 beachcraft with a chev 3.0l 4cyl to drag my kids around the lake ... picked it up from a friend who was 1st owner for 2grand .. it hasnt ran in 2 years ... i put a new battery in it and some tune up stuff to get it started .. but it wont idle so i thought most likely fuel related
probably water in the system ..... nowhere can i find the procedure for draining the tank .. i was going to just remove the sender and pump it out ..... is there an easier way ?

Ayuh,......

You could skip pulling the sending unit,+ just pump it Out the Fuel Line.......

After 2 Years,..... I doubt that it's actually Gasoline anymore......

your right that would be much easier ... it wont bother with the anti siphon valve will it ? probably a dumb question .. sorry in advance ..
to verify thats all it is im going to run it on fresh gas from a can before i jump to conclusions ... i pulled the fuel filter and it didnt smell like gas so that was a dead giveaway ...

it wont bother with the anti siphon valve will it ?

Pull it,+ install a brass nipple for the draining,.....
Then Clean the valve,+ reinstall it......

well i had a chance to put some time in on the boat ... to no availe .. she doesnt start .. i put new fuel filters in and new gas , nothing .. so i rebuilt the carb didnt find anything that bad other than a ton of silicone on the base gasket ... straight edge checked the manifold .. its perfect , the carb base .. no problems . appeared to be just a temporary fix ... put it all back together .. still nothing ...so i cleaned up the new points and started checking spark again ...i put a new set of ngk plugs in just to make sure , still nothing . i messed with the timing several different ways , still nothing .. any other ideas ... im thinking new coil .. due to the fact it died when the boat was warmed up and cruisen ... but i do get some spark from the wires when grounded .. could this be due to the hot leads not getting a good enough connection at the battery ? also with the key on i do get a little zap from the point contact .. when it tries to start it back fires from exh. and carb depending on where i have the timing set .. any help ...
