86 90hp v-4 no spark on one side powerpack?

hello,
Eng will not idle i checked for spark on one side and nothing, checked the other side good spark, switched the good power pack to the side getting no spark now that side is getting spark put other suspect powerpack on other side now no spark there, do you think i have a bad powerpack.
