86' Evinrude 25hp - ignition and fuel

Desperate for help before I just buy a new outboard so I can go fishing with my dad! I have an 86' 25hp evinrude tiller outboard. I've replaced both coil packs, powerpack, coil/stator, timer base, fuel pump, choke and spark plug leads. I can barely get it to jump a 7/16" gap on a spark tester on either cylinder after all these new parts but it runs and starts somewhat fine. However I need to "prime" it almost everytime and the more gas the better to keep it running, if not it wont run. I should also note that the idle adjustment knob does nothing and I cleaned the carb and all its passages countless times, I'm pretty sure its clean! I've watched countless videos to ensure I've done it correctly too. It runs at high rpms perfectly fine but at low speeds the choke/primer needs to be somewhat pulled in order for it to stay running rough and on one cylinder. Sometimes it will fire on both but it's very random. When I place spark tester on bottom cylinder when running I get spark at high rpms. I'm so confused and frustrated but after all this time and money I just cant accept the loss. I figured replacing everything would solve my issue but I guess not. I'm at the point where I will keep using it since it technically runs but I'm just scared it will leave me stranded in the middle of the ocean. Knowing my luck, it certainly will. Any help or tips are certainly appreciated. Again all ignition components are new. I'll send pictures, videos as needed. Thanks!

Sounds like blocked idle passages (carb). For cleaning, disassemble and soak all metal parts in carb cleaner (I use lacquer thinner). Use soft wire in every passage (domed seals removed for soaking -- replacements in carb kit. Finish by blowing out every passage with carb cleaner, using the plastic nozzle. Remove the idle needle for soaking, and the bolt at the bottom giving access to the high speed jet (I would leave it in place for soaking, then finish like the openings on top.) There is or should be a nozzle gasket at the bottom of the bowl in the middle. Replace if missing or the carb will not feed.
