86 Evinrude Fuel Issue

still in need of suggestions here; motor is still starving for gas.
the problem seems to be at the fuel pump
my fuel pump will start pushing gas thru it and then after about 4 to 5 seconds it stops? is that a bad pump?
(took it apart and everything looks fine)
i checked all hoses and no leaks that i could find and seem to be air tight at all the connections.

do i need to actually have the motor running to get a true idea if the pump is working or will just turning it over do the trick.
does the carb have any bearing on helping pull gas thru (just grasping straws)
am i missing something?

Start the engine and then quickly continue squeezing the primer bulb. If the engine continues to run, you have a bad fuel pump, clogged filter, clogged fuel pickup tube in the tank. All very easy to check. If the primer bulb is being sucked flat when the engine is running, there is a restriction between the bulb and the tank.
