86 rude 15 hp starting issues

I was getting my outboard ready for fishing and had issues getting it running. Fresh gas, got spark but when it started, it would only run for a few seconds no matter what I did. Any ideas? Carburetor maybe?

What do you have to do to get it to restart?
Does the primer bulb pump up firm?
Will it run if you leave the choke on?

Pull the cord at an upward anglea few times for restart. Bulb firm. Couldn't get it to stay running with the choke out. ( sorry for delay in response, new job and side work in the evenings has me stretched a little)

Trouble shooting starts with a compression test.----" got spark " means nothing to me.----Test to see if spark will jump a gap of 3/8" on both.------------Water pump impeller replaced recently ? any hint that motor might be overheating.----Remove air box cover on carburetor to see if choke is working properly when knob is pulled out.
