Again I say;

NEVER remove a screw that has/had a decal over it or is a Phillips head on an out drive. They are not meant to be removed and as you found out the pieces that are on the inside fall away. Some of these can require a complete drive teardown to fix.

On the cobra you will now need to pull the drive and put the little metal plate and rubber gasket back up and put the screw back in.

someone posted somewhere that they found an expanding rubber type plug at a hardware store and used that to plug the hole.

Otherwise, you need to pull the drive and tip it on it's side to get the plate out the hole

A refer to removing that plug as a Cobra owner's "second mistake" :)

Pull it. A gasket for the drive is less than $10. Yank, fix, re-install. Couple hour job.

just put a simple cork in it for now, that's all you need. Like the ones that go in the old toy cork guns, or trim down a wine bottle cork, the rubber expansion type plugs work too, In the marine world they call them well nuts, but plumbing and hardware stores have urinal plugs, expansion plugs ect.
