87 V6 excel water pump

I took my boat to a mechanic to have the water pump replaced. It pumped fine but had been a few years since it was serviced. The thing is now with all new parts the pump won't bring enough water to cool the engine at idle. It also is noticably less water flow at speed allthough it keeps the motor cool. I took the motor to a back yard mechanic ( I know, I know) I helped him pull and reinstall the lower unit. Any Ideas?

ideas? yep.
if its saltwater its possible the rubber dam under the aft end of the wear plate has corrosion built up and is creating an air leak, or the pressure control valve needs service.
most techs tend to service the rubber damper,water pump,pressure control valve and tstats all at the same time.
or the pump was installed incorrectly.
