88 120hp RUDE BACKING OFF...

I purchased a used;1988 120hp Evinrude Outboard in a standalone condition (no external harness, Controls, etc)<br />I did purchase a new External harness and a new Power pack. <br />During the initial fire-up it started and ran great at a low RPM, When increasing the RPM (in neutral), I noticed it would back off by itself.<br />Is this a safety feature? <br />It runs great under (I am guessing) 1000RPM and has no problems starting at all.<br />Also, The horn stays on as it is running, I disconnected the white/black wire between the power pack to the heat sensor (it was not in an overheating condition) and that shut the horn off, but the RPM problem still exist. <br />it is almost like the spark is lifted out from under it when you try to rev' it.<br />I received the engine with the VRO system already bypassed, an am mixing the fuel myself<br />I have not (in) water tested the engine due to the boat undergoing upgrades. :rolleyes:

You may have a fuel delivery problem...you can't really tell much till you get it on the water with the motor under load and backpressure to the exhaust...just a Thought
