'88 40hp Evinrude please help troubleshoot

Engine starts right up all the time. Idles fine, then after a couple minutes it starts idling rough. When i give it some gas, it revs up slowly and seems to fluctuate (rev up and down) . It hesitates when reduce throttle again and has slow response to open throttle again. It will eventually sputter and die. But it will turn right back on when primed and restarted. I cleaned fuel lines. rebuild carbs. rebuild fuel pump today. (Removed carbs again to double check) no gas leaks. Tomorrow I'm going to check for air leaks before the fuel pump by bypassing connectors. I have not checked compression yet but I will tomorrow (don't have the right size socket to remove plug) Pees water good and motor a little warm to touch but not hot at all. Any thoughts on what else to check? Any suggestions appreciated. Really enjoy this site! Oh yeah, the motor had been sitting for four years before i got it

Will it run properly if contine to squeeze the primer bulb? Sounds like you still have a fuel delivery problem. Make sure you don't have any air leaks in the fuel system, the pump will suck air easier than fuel.

I will check for air leakage. When i did the fuel pump kit I noticed that the pump has 2 metal thingys inside (reeds?) anyway they're shaped kinda like a tennis raquet with one screw holding it down by the handle. Both of them are rusty and both have a tiny pinhole that i can see light through. I didn't replace 'cause don't come in kit and i had already purchased it. I know the rust isn/t normal but how 'bout the pinholes? I figured they were too small to make a difference
