87 to 89 Mercury 25Hp Red Stripe (Not sure of exact year but this is the serial#)

I have been trying to trouble shoot a problem for the last few months and I'm positive its the lower unit.
So far I have purchased a new prop becuase I thought it was a spun prop. But that doesn't seem to be the case.
The motor starts and idles pefect. The rpm's can go full out but the problem is that when I slowly move the throttle forward the boat gains speed and the then as soon as I increase the throttle the RPM's increase but the lower unit seems to kick out and then I have to disengage the throttle because the RPM's just go higher but the motor is not moving anywhere.
The shaft for the prop is a little bent and I have a feeling the other shaft that runs to the upper part of the motor maybe bent as well.
Can someone help and let me know what I need to do to fix it?
