88' evinrude xp200 fuel problem

When I pump my primer bulb I can hear fuel going thru it to the carbs. the bulb never gets completly tight, I can keep squezzing it and hear fuel moving thru it. When I stop and walk away, I can walk back to it in a minute and the bulb fills like it is empty. I have changed all the fuel lines and checked for tightness from the tank to the fuel pumps. I can not see any leaks anywhere. When I try to start it it will act like its going to start up but never will. Any suggestions?

Tilt the motor up a bit and see if fuel is draining from a carb when you pump.

Tilt the motor up a bit and see if fuel is draining from a carb when you pump, at present it could be draining into inlet reed manifold and flooding the crankcase.
Sounds like a possible faulty valve seat
