The bushing on the throttle can seems loose. The timing arm moves enough to advance it by hand. Could that bushing allow this to happen? Its a cheap part...just asking.

The shoulder bolt that holds that cam can only be tighted just so far. That special bold does require a washer on both sides of that cam. The inner washer should be a wave washer which should take up normal slack. While you are visually checking, look at the nearby carb roller. The carb roller (432639) has a clearish plastic sleever over the roller when new. That roller skin can deteriorate with age and come off-a fairly common problem with engines this age. The small clearance differences without that roller skin can affect the way the engine runs, idles.

The cam itself is not loose but the main roller that pushes timing and carbs has a lot of play allowing me to move things a bit by hand like the timing lever. Carb roller seems to be ok. I think I need to reply that main roller.
