88spl throttle issue????

i have a what i belive is a 92 88spl(e88mslete s/n g 03202063) that is mated to a 17' pro-line center console that has been giving me problems since i got it... the main issue is lack of power... with 2 adults on the boat for the most part it seems to run pretty good when its in a good mood... any more then that and it falls flat on its face... i go through the no wake zone at full throttle and it won't get above 1500 rpm... i keep fouling my plugs... every trip i put new ones in... even when the boat is in a good mood it will only turn 3000rpm max... i know thats not right but its what i got... if i go to the engine itself and throttle up on the carbs by hand i can get it up to about 3500 before it starts falling on its face and trying to stall... i have spark on all 4 cyls and the compression is 120 on the left bank and 135 on the right bank... i de-carbed it last year and rebuilt the carbs today but something else has got to be wrong since the carbs internally looked brand new... i haven't gotten it back on the water yet... i'm waiting on the water pump to come in, i blew it last trip... where else can i look... the prop is pretty beat up but i'm gonna see if the prop off my old 89 johnson 115 will work on it... every where i read about this motor every one says its a strong motor so i would like to keep it going... when i go wot the last 6 inches of throttle seems to have no response to it... i also pulled the cables today and they look great! hopefully i'll get it all back together tomorrow and test drive it but can someone throw some ideas of where to look in case what i did today doesn't work... HELP...

Moving the throttle by hand only opens the carb butterflies and does nothing to advance ignition timing. Carb opening and ignition timing are syncrhonized and if the process called "link and sync" has not been done then that may be an issue. Don't even ask for the procedure. It is long, must be done exactly as specified in the service manual, and it is far too detailed to include here. You also cannot start in the middle of this process. It needs to be done in total from beginning to end. If all you did was "look" at the carbs you did nothing. It is the very small orfices that need to be cleaned for the engine to operate properly. If the plugs are fouling it is running way rich so float level may be set too high.

i performed a link and sync last season and nothing changed... and as i said i "rebuilt" the carbs today... as far as the plugs fouling it seems to be more of a lack of burn foul... its a very simalar foul that my jet ski and quad both have when i have too much weight on them... they still spark they're just extremely oilly...

Take a friend and an inductive timing light with you next time out. Remove the engine cowling and check the spark on all 4 plug wires when the engine under heavy load and is not running well. You should have strong, constant flashes from all 4 plug wires.

Well I Have A New Update... After A New Power Pack, Regulator And Plugs The Boat Seems To Rev And Idle Wonderfull.... I'm Gonna Take It Out For A Water Test Tomorrow And I Will Update Then... I Looked Outside Of The Box Since Everything Seemed To Be Checking Out Okay With The Symptoms I Had... I Found The 2 Brown Wires Off The Power Pack That Go To The Sator Were Pinched Between The Bottom Of The Power Pack And The Block... A Little Short Here And A Little Short There And All Of A Sudden The Boat Runs Like Crap And No One Including All The Dealers The Prior Owners Had Takin It To Could Figure It Out!!! I Will Let All Know How It Runs Tomorrow!


Now Its On To Picking The Right Prop.... Any Sugestions... It Has A Mangled 13.25x17 3 Blade Al. Now... What Should I Do?
