89 125 force relief valve help?

Earlier I posted a question about where the valve was, next to the left bottom of the exhaust plate, I have a 1" hole there with a factory plug and no drilled cover screws is this a fluk or did they do away with it. what does the valve actually do?

look under the thermostat cover. On the 1989 it lets water bypass the thermostat.
