89 150hp Force broken stabilizer mount

I am not sure how to explain this but here we go:

The part of the lower unit casing that the stablizer attaches to is broken on one side. It appears to be cast aluminum. Can it be welded back and a new stabilizer put on, or do I have to get a new lower unit housing?

Welcome to iboats. Can you post a pic of it? Aluminum is finicky to deal with, esspecially cast alumininumumummmm.
I'm not saying it can't, but the location, thickness of the site, and size of the repair are all determining factors, and also contingient upon the welder's skill level, and his fee... It may end-up being a cheaper move to find a used housing on ebay or a local marine boneyard and rebuild the L/U in the long run.
