Tell us the whole story.---Does the motor not want to steer or will flywheel not turn ??

I was getting ready to check the timing pulled the plugs out put my dial indicator in the first spark plug hole and tried to turn the motor by hand and find TDC well I turned flywheel clock wise and it went about 7/8 and stopped tried it counterclock wise and the same result . I ran it the night before and it ran a little sluggish that's the reason for the timing check today needless to say didn't get to check timing today

Check oil in lower unit first.

The lower unit is very low I stuck a zip tie straight down and nne

And never touched anything

Remove lower unit.----See if motor will turn.

Do I take it off underneath the power head or right above lower unit
