89 Carburetor starving for gas

My 89 Evinrude Carburetor has been completely removed and cleaned but when i start the engine it will not idle nor start. The engine in starving for gas. Is it possible that i installed the float upside down. I do not know the exact model but i am pretty sure it is an E50 something. Please respond

yes, the little tab on the hinge side goes toward the needle seat. also mis adjusted float will not allow fuel in. easiest way to check if getting fuel is to remove the bowl drain plug.
