89 evinrude 175 Inner baffle gasket

So, I have an 89 e175txceb that water was leaking into #5 cylinder at end of this season.
My question is, do I have to pull power head to reinstall inner-outer gasket? I got baffle off with out pulling ( PH ). Thanks

Water leaks are not uncommon in these bubble back high perf engines. Leaks typically affect the bottom cyls first. I assume the inner/outer gaskets are for the two exhaust covers. (inner and outer.) Not sure just what baffle you are referring to. The issue is not just a proper seal around the exhaust covers, but also the rubber exhaust grommet under the outer exhaust cover and the exhaust adapter. The service manual is pretty specific that the flat bottom of the outer exhaust cover must be absolutely parallel with the bottom of the powerhead. Usually that's done during assembly on a workbench. That's so you get a good seal with the rectangular oring at the adapter. (part # 323625.) If the outer cover is not parallel with the block, that gasket/oring/seal may have a short life and may start to leak exhaust in that area. If you can get the manifold parallel without removing the powerhead, it's worth a try. Your compression #'s look good. One other thing to check. It may not be a leaking gasket issue. I've seen casting porosity in the inner cover, which was the cause of a water leak in a #6 cyl. You should shine a light on the backside of the covers and see if you can see any light from the other side. Or, lay it flat and pool water on the surface-check for leaks.

Thank you for replying , I'm new to this.
A little history on powerhead. When the boat was giving to me the engine had overheated. So..... new head gaskets, milled head ( warped) new water pump, rebuilt carbs, Vro, temp senders, stator, rectifier, timer base and gasket, last a new blocker diode. For two seasons she ran like a champ, until end of this season when I would tilt up to beach for a while,and get ready to go she was hard starting and would have a miss for a few seconds. The idling was getting worse and have more smoke than she should.
Put her on muffs at home bumped the throttle and saw white smoke. Pulled plugs and #5 had water on it.
Anyway, should I put RTV sealant around the exhaust gasket on the mid section when the baffle goes back on?

The factory recommends their product called OMC Gasket Sealing compound for the exhaust covers. It is similar to the Permatex sealant-which is available at most auto parts stores. Comes in the small can, with a brush on the underside of the can top. A caramel colored viscous sealant. Either will work interchangeably. The OMC product is not quite so thick. Once reassembled, I'd retorque the outer cover bolts once you run the engine through a couple of heat/cool cycles.
