'89 Evinrude VRO 120- erratic behavior

I've put this motor on the water after it not having been run for several seasons.
My mechanic checked it out, to make sure it was safe, but said the gas was old, but stable, and I should run it out of there and get new gas in. He replaced the plugs.

I probably have run about one tank's worth of new gas through it. Here's the symptom:

It starts great, and it runs, but as I give it full throttle, it slowly responds. Eventually it runs OK at WOT, but then will slowly slow down, then speed up, then slow down. It doesn't ever cut completely out. All of this variation in speed comes without me touching the throttle lever.

any suggestions?

comtaminated carbs, dirty pickup in fuel tank.

I did a search for "contaminated carbs", but came up empty.
