89" Force 9.9hp skipping at low rpms

The motor seems to skip while in gear at low rpms and smooths out once I turn the throttle 1/4 turn or so. It seems the problem stopped or seemed to have gotten better for short bit after I replaced my spark plugs, but it didn't last long.
Is my idle too low? Throttle adjustments off? Coil problem?
It seems as though at full power I can turn the throttle handle a bit more with no increase in power. Other than that it runs well.

Engine misfires at idle

Defective or loose spark plugs.
Spark plug of incorrect heat range.
Leaking or broken high tension wire.
Weak armature magnets.
Defective coil.
Spark timing out of adjustment.
