'89 J60TLCEA midsection inner exhaust housing- copper water tube has hole in it

So in the process of rebuilding this motor, I came across about a 1/8" hole in the copper water pipe. It looks perfectly round, like it's supposed to be there. At first I thought it was a corrosion pin hole. I was about to solder it closed. I boat salt water. On further examination with a magnifying glass, it looks like it was drilled. it occured to me maybe it's some kind of intentional thing. Can someone shed some light on what to me is a mystery? Don't do nothing to it !---It is meant to be there.------Cooling water spray for exhaust !
