89 Merc 115 spark plug arcing?

hello all,
I have a problem with my outboard sometimes hesitating on acceleration, and sometimes making a sort of growling noise when it does. it loves to run at full throttle, but will sort of stumble for a second if I hit a big swell and increase the load on the motor. I ran it at night and see a little purple coming up out of the bottom of the spark plug, but even after spraying water on it, it doesn't ever make a bright blue spark up to the boot. I think this is the root of my problem, but don't know where to go with it.

I have tested compression, gone through the sync and link procedures in the manual, the grounds look clean, I replaced the plugs with NGK bp8hn's (not sure if these are right), and replaced the wires with new mercury wires, and soldered the ends on them. Should I replace the boots with the NGK ones I hear about on the forums? I would expect these to be the right ones, although I do know that it has a newer style sierra ignition on it than the manual i have shows. Any ideas?

Switch the coil with #1 coil and switch the plug with #2

Retest at night to see if the light has moved to cyl 1 or 2.

You could have a bad 'boot' , unless you like an electrical shock, be careful while running, it could 'bite'!

I forgot to mention that it's happening on all plugs.
