89 searay tilt/trim motor issues

I have a 1889 Searay 16 bowider with a 100hp Mercury Outboard Motor. The motor says Searay and The tilt/trim system is the origional 3 piston Teleflex (system B in Seloc Book) . When I press the tilt switch on the control box I can hear a "Click". It clicks when I press up or down. A friend came over and released the bleed valve and I am now in the down position.
The battery is fully charged and I have cleaned the contacts. The motor turns so battery not an issue. I am about to start the process of trouble shooting the electrical system but the click makes me think it is not in electrical system. Could it be control box switch? Should I open the bleed valve and pull motor back to "Trailer" position? Any suggestions would be great!

I am having the exact same problem with my 16' 89 sea ray with 100hp merc. I check for power with a multimeter to make sure the selonoids were good and they are. I thin I'm gonna be in for a motor. Other thing i have read on other forums have given me stuff to try first.
1. Check fluid level, heard some have a safety on them.
2. Apply 12vdc dirrectly to the motor after disconnecting from selonoid.
3. Check all electrical connections in line
