89 Suzuki DT 55 low rpm under load

My 1989 Suz DT55 will not get to high rpm under load. This happened while I was running on plane and the motor lost (full) power so I shut her down. Started right back up and ran fine for about 100 yards then back to low rpm. Runs fine at "low" rpm in and out of water. Hasnt been able to run at high rpm (under load) since. It will run fine out of water (no load), rpm's go up fine. I have checked the water flow sensor, oil filter w/sensor (replaced) and the throttle position sensor. All checked out fine. The tell tale pisser is flowing fine also. I have tried to squeez the in-line primer bulb while running (in water) and rpm's did not respond. I assumed this was an ignition problem. Could this be a fuel delivery problem? Maybe under load it is not getting enough fuel? Fuel filter is clear, fuel tanks are breathing fine. Possible clog in fuel line/hose? Possible cloged jets? Possible timing problem? Where should I look next? Am I over looking something simple? What's next?
