Remove the plugs, check them, clean them, add a little oil in each cylinder. Pull the rope slovly a few times. <br /><br />Check the fuel tank. No rust or water. Get some fresh fuel. 50:1 fuel/oil mix.<br /><br />Prime the bulb and then drain the carb in a clean and try glass bottle. Look for dirt or water. <br /><br />If everyting looks good put the boat in the water. Or the lower unit in a barrel filled with water. The water level must be above the water pump. <br /><br />Fire it up.<br /><br />Then I would replace the impeller and change the oil in the lower unit before I use it.<br /><br />After that there is a lot of things to do if you want to keep it. An ignition kit, a carb kit and a fuel pump kit. <br /><br />Good luck!
