9.5 Evinrude running poorly.

I recently picked up a 9.5 evinrude very cheap. It runs but not well. Following are the things I've noticed:
Smokes like crazy
Runs better if I screw the low speed idle jet all the way in
leaves a real oily deposit on top of the water in the barrel
Really bogs down when I put the motor hood on.
I'm thinking not enough air and too much fuel so sticking float or needle valve?

Also another weird thing I noticed, not related I'm sure, is that it appears that someone drilled holes into the lower housing just above the cavitation plate.There is also some holes drilled in the housing a bit farther up. Now this is where it gets weirder, some of the holes appear to have been filled with something and painted over.

I know these are a very common motor so hope someone can help out.

The first thing I would do is go through the carb and clean it real good along with a rebuild kit. Then I would look at the ignition system and see how it does from there.

Are you running it in a barrel of water? If yes it is probably breathing in it's own exhaust and is air starved. It needs air to run. The slow speed needle should be out 1.5 turns or more. The oil builds up fast in a barrel but you shouldn't notice a slick on the lake. I don't know what to say about the holes. Post a picture. Best of luck. Rick.

Thanks for the input. I'll try to figure out how to post a picture of the holes. I think the first thing I'll do is a compression test and if that turns out good then I'll feel better about putting the money and effort into the carb. Could someone point me to a carb rebuild guide or should I break down and buy the manual?

Buy the manual.

But the carb is extremely simple.
